A shocking number of pedophiles getting away with child rape offenses

Paedophiles were never brought to to justice in three-quarters of child rape offences in the West Midlands last year.

Just one in ten offences of child rape led to someone actually being charged or brought before the courts last year, while other cases were dropped or not deemed in the public interest to investigate or prosecute.

This meant that in 75 per cent of the hundreds of child rape offences recorded by West Midlands Police the perpetrator got away with the crime completely.

Exclusive analysis of the latest figures reveal that 777 rapes of children aged under 16 were reported to West Midlands Police from April 2017 to March 2018.

More than half of these – or 420 – related specifically to children under the age of 13.

The data shows, however, that just 68 cases (nine per cent) in the West Midlands saw at least one person actually charged or summonsed for the crime.

Difficulties with evidence saw 426 cases dropped, in 130 cases no suspect was identified and in 29 instances the case was closed because it was deemed not in the public interest to prosecute or investigate further.

There were 97 cases that were ongoing at the time the figures were published.

Warwickshire

The figures for Warwickshire Police show 189 crimes of child rape were reported in 2017/18, of which 21 (11 per cent) saw a charge.

Of these crimes 93 boys and girls were under the age of 13.

Highest levels for a decade

Campaigners have said it is “extremely concerning” that criminal justice outcomes are not only failing to keep pace but are in fact declining.

The number of child rape offences recorded by West Midlands Police is at its highest level in at least a decade.

The 777 cases recorded in 2017/18 was up from 566 the year before – and is more than double the 344 recorded in 2007/08.

At the same time, the rate of people charged with the crime has been falling over time.

Comparable records for outcomes of these offences go back as far as 2014/15, where more than a quarter (26%) of cases – or 119 – saw someone charged.

In 2015/16 that fell to 23% and in 2016/17 it was down to 16% – or 93 of the charges.

It means the proportion of cases where a person was charged with child rape nearly halved between 2016/17 and 2017/18.

It is worth noting that many of the child rape offences may refer to historic cases that have been newly reported by the victim.

Police statement

A statement from West Midlands Police said: “We have invested a significant amount of resources into child protection in recent years with dedicated teams to tackle child abuse.

“There is a MASH (Multi Agency Safeguarding Hub) in every local authority driving a combined approach to the identification of abuse. As a result, an increase in reported crime is expected.

“The increase in reports is somewhat encouraging as more victims are coming forward to report abuse including historical offences, knowing allegations are taken seriously and victims are treated sensitively and respectfully.

“Each case is thoroughly investigated and all available evidence is presented to the Crown Prosecution Service to consider if it meets the threshold to make a charge.”

‘Serious failure of justice’

Katie Russell, national spokesperson for Rape Crisis England and Wales, said: “The recent significant increase in reports of child rape and sexual abuse suggests a gradually increasing willingness to report, more than necessarily an increase in the number of these crimes being perpetrated.

“While increased willingness on the part of victims and survivors to report can be seen as a positive development, it’s extremely concerning that criminal justice outcomes are not only failing to keep pace but declining.

“The Crown Prosecution Service and National Police Chiefs Council need to explain this discrepancy and detail how they plan to address this serious failure of justice as a matter of urgency.

“The current end-to-end review of the criminal justice system in relation to sexual violence and abuse, which Rape Crisis has called for for many years and which the government recently announced, might go some way to addressing these issues.

“Resourcing is clearly a problem.

“Need and demand for specialist Rape Crisis services, which support the majority of victims and survivors who don’t report to the police as well as those who do, has increased in parallel with police reporting and is at an all-time high.

“But Rape Crisis Centres continue to be chronically and significantly under-funded.

“The new Prime Minister must commit to seeing through the end-to-end review of the criminal justice system, and to providing sustainable funding for specialist services.”

National picture, No pretty

Across all forces in England and Wales there were 16,223 child rape offences recorded by police in 2017/18 – the highest number seen in at least a decade.

But just 1,015 cases – or six per cent – saw a person charged with the crime. That proportion had halved in a year and was down from 12 per cent in 2016/17.

It is both the smallest number and proportion of people charged with child rape offences since comparable records began.

Chief Constable Simon Bailey, National Police Chiefs’ Council lead for child protection, said: “The number of sexual offences reported and investigated by police in the UK is growing year on year, and our response to date is one of the most comprehensive internationally.

“Recent years have seen significant improvements in the training of specialist officers to support young people who take the brave step in coming forward.

“Officers will do everything they can to investigate these crimes and present the evidence obtained to the Crown Prosecution Service who will make the decision about whether to charge a suspect.” Source

Caring for children is spoken of highly in the Bible. For example, James 1:27 says that caring for children in need pleases God: “Religion that God our Father accepts as pure and faultless is this: to look after orphans and widows in their distress and to keep oneself from being polluted by the world.” Ephesians 6:4 says, “Fathers, do not exasperate your children; instead, bring them up in the training and instruction of the Lord.” Psalm 127:3 calls children “a heritage from the Lord.” Jesus’ interactions with children (notably in Matthew 18) demonstrate the value God places on them. The Bible speaks often about caring for the weak, poor, and needy—and this would include at-risk children (Proverbs 14:3117:519:1731:8–9). Followers of Christ are consistently called to love others. Molesting a child can in no way be mistaken for love.

The Bible also speaks strongly against sexual sin. Sex is a gift given by God meant for marriage. Sexual perversion of all kinds is soundly condemned. Sexually assaulting a child is never justifiable; it is always wrong. Source
