Oregon has gone from a liberal hell hole to 1930s Germany overnight.

The Oregon Health Authority is now requiring businesses and religious institutions to enforce mask mandates by forcing people to show proof of vaccination.

The CDC last week updated its mask guidance and said fully vaccinated people no longer need to wear masks indoors.

In order to prevent the unvaccinated from walking around unmasked, Oregon health officials are now creating a caste system by marking the unvaxxed lepers.

“Businesses, employers and faith institutions now have the option to adjust their masking guidance to allow fully vaccinated individuals to no longer wear a mask in their establishments,” OHA’s website said. “Businesses, employers and faith institutions doing so must have a policy in place to check the vaccination status of all individuals before they enter their establishment. Businesses, employers and faith institutions who do not create such policies will maintain the same masking guidance listed below, regardless of an individual’s vaccination status.”

The U.K. government is preparing to push ahead with mandatory coronavirus vaccinations for care home workers by the summer, in what could be a worldwide first. 

Prime Minister Boris Johnson is expected to make a statement around April 5, coinciding with the launch of a detailed consultation on making jabs a condition of employment for those working in care homes, according to an internal civil service memo seen by POLITICO.

The consultation, set to run until May 21, will explore “how rather than if” a compulsory inoculation scheme should be set up, the memo said. The requirement would apply to all on-site staff unless they have a medical exemption, and would depend on a change in the law that ministers are hoping to complete by mid-June.

SAGE, a body that provides scientific advice to the government, was consulted on the move and concluded that “ensuring very high levels of vaccination in vulnerable residents and people who care for them in these settings is an appropriate public health intervention for a serious vaccine-preventable disease.”

Internal briefings, however, have highlighted the risk that people could quit the over-stretched care workforce as a result of the new rule. There’s also the chance that government ministers could be held responsible for potential side effects following “compelled” vaccinations. 

The idea could also hit resistance among some Tories and civil liberties campaigners who are already unhappy over draft proposals for a U.K. vaccine-certification regime. Most recently, reports this past week suggesting that people could be asked to prove their COVID-19 status to go to pubs caused an uproar.

Health Secretary Matt Hancock said he was considering the mandatory jabs for care homes after reports emerged in the Daily Telegraph earlier this week, but Friday’s leak provides the clearest indication yet that the government is determined to go down this route.

Ministers are especially concerned at the low take-up of vaccines among care workers, which has reached the level of immunization thought safe by government scientists in only half of England’s care homes.

Martin McKee, professor of European public health at the London School of Hygiene and Tropical Medicine, sees an ethical case for such an effort, noting that it’s important to distinguish between making vaccines compulsory for the public and doing so for health and care workers. 

“Given that health and care professionals have an ethical duty to protect patients from harm, I think there is a case to be made for this,” he said. “I also think that, in future, it may be extended to flu vaccines.” 

A U.K. government spokesman said: “The review into Covid status certification is considering a range of issues. No final decisions have been made.”

Health policy is devolved in the U.K. and the rule change is likely to apply to England only.

The U.K. doesn’t currently have a mandatory policy in place for any types of vaccinations for the general population. But health care staff working with sharp instruments may be required to have a hepatitis B vaccine, or else be moved to other work if they refuse. 

More broadly, support for mandatory coronavirus vaccination varies across Europe. A February survey from Ipsos of five European countries found that a majority of people in the U.K., Spain and Italy supported making the vaccine compulsory for people over 18. In France and Germany, most people opposed such a move. 

While other countries have yet to mandate the coronavirus jab, the idea could gain traction as the pandemic grinds on. In France, for example, a government adviser told the Senate earlier this month that if the pace of vaccinations of health care workers doesn’t double in the next 15 days, the state would need to consider mandating the vaccine for health staff. 

Mandatory vaccinations for other diseases are relatively commonplace, with some European countries such as Italy and France writing these provisions into law. While most are targeted at childhood vaccination, there are some cases, such as in Finland, where health care workers are required to receive seasonal flu vaccines as a condition of employment. 

The evidence for mandatory vaccination isn’t clear cut, however. In response to a question in European Parliament in 2017, the European Commission cited data suggesting there “are no striking differences in vaccination coverage between countries that recommend certain vaccinations and countries that make vaccinations mandatory for the general public.”

But the Commission also pointed to evidence specific to health care workers suggesting that mandatory policies have had a positive impact on uptake in that group, whereas voluntary schemes have not.

Deputy Chief Medical Officer Dr Nick Coatsworth said in a press conference on Wednesday afternoon that measures to encourage vaccine take-up would be discussed by health officials and ministers.

He said: ‘Looking at specific things like not being able to go into restaurants, not being able to travel internationally, not being able to catch public transport… these are clearly policy decisions that will be discussed.’

‘But there’s no current mechanism to enforce that sort of thing at the moment.’ 

He said the government could give people certificates to prove they have had the vaccine. 

The government hopes a coronavirus vaccine will reach Australia by early next year and wants 95 per cent of people to get the jab.

Dr Coatsworth said he believes most people will do the right thing. 

‘I suspect the majority of Australians will get vaccinated and there will be a strong public view that for those who choose not to get vaccinated, there needs to be some sort of incentive, or stick perhaps, to make it happen,’ he said. 

One option would be to withhold government support from people who do not get the vaccine.

The government already does this under the 2015 ‘no jab, no pay’ rule that stops parents getting some tax benefits, Child Care Benefit and Child Care Rebate payments if they refuse to vaccinate their child.

But in an interview on Melbourne radio station 3AW, Mr Morrison said he would make the jab compulsory.

‘There are always exemptions for any vaccine on medical grounds but that should be the only basis,’ he said.

‘I mean we’re talking about a pandemic that has destroyed the global economy and taken the lives of hundreds of thousands all around the world and over 450 Australians here.

‘We need the most extensive and comprehensive response to this to get Australia back to normal,’ he said.

Asked if he was prepared for a backlash from anti-vaxxers, the Prime Minister said: ‘I’m used to that, I was the minister that established no jab, no pay.

‘My view on this is pretty clear and not for turning. You have to do it for yourself, your family and for your fellow Australians.’

Children have been required to take vaccines to attend school since 1998, unless their parents are granted an exemption.

Under the no jab, no pay scheme, the government removed exemptions for conscientious objectors. 

Some scientists feared that making vaccines compulsory could make people angry and reduce immunisation rates but rates slowly ticked up around the country from 2015. 

Asked in a press conference today how he will make sure everyone takes the vaccine, the Prime Minister said: ‘We’ll take those issues as they present and consider what steps are necessary at that time.’ 

Some people are unable to take the vaccine for legitimate medical reasons. Everyone else must be vaccinated to protect them, he said. 

Acting Chief Medical Officer Paul Kelly said the first step would be to encourage people to take the vaccine voluntarily. 

The elderly and healthcare workers are likely to be prioritised as the vaccine is steadily rolled out, the Prime Minster said.

Infectious diseases expert Raina MacIntyre of UNSW said she doesn’t agree with compulsory vaccination. 

‘It should not be compulsory. Depending on how effective the vaccine is, we would need 70 to 90 per cent of people vaccinated for herd immunity,’ she told Daily Mail Australia. 

On Tuesday night Science Minister Karen Andrews said she was ‘attacked’ by anti-vaxxers on Facebook and slammed them for spreading conspiracy theories.

‘Last night, my social media pages were attacked by anti-vax protestors,’ she wrote in a Facebook post.

‘While I support freedom of choice, in my role as Science Minister I’m not prepared to allow these people to promote pseudoscience.’

The vaccine, licensed by UK drug firm AstraZeneca, is in phase three trails on thousands of people in the UK, Brazil and South Africa.

Earlier trials found it generated a strong immune response and a four-fold increase in antibodies against coronavirus in 95 per cent of participants.

The federal government has signed a so-called ‘Letter of Intent’ with AstraZeneca in which the firm agrees to hand the vaccine over to Australia as soon as it is approved.

Australia will then make millions of doses on home soil and distribute them across the country.

The government is in talks with the nation’s biggest health company, CSL, to make sure enough doses can be made as fast as possible.

AstraZeneca has already agreed to share the vaccine with the UK, the European Union and international organisations including the Coalition for Epidemic Preparedness Innovations and Gavi, the Vaccine Alliance. 

Australia will later sign a final formal agreement with the company, which will include details about the distribution, timing and price of the vaccine. 

Scott Morrison said: ‘The Oxford vaccine is one of the most advanced and promising in world, and under this deal we have secured early access for every Australian.

‘If this vaccine proves successful we will manufacture and supply vaccines straight away under our own steam and make it free for 25 million Australians.’

The government is also negotiating to buy vaccines from other developers if the Oxford vaccine does not work out.

There are currently 167 vaccine candidates in pre-clinical and clinical trials around the world, including 29 undergoing clinical trials in humans.

There are three candidates in Australia – at the University of Queensland, the University of Melbourne and Flinders University in Adelaide – all of which have completed phase one trials.

Mr Morrison said: ‘There is no guarantee that this, or any other, vaccine will be successful, which is why we are continuing our discussions with many parties around the world while backing our own researches at the same time to find a vaccine.’  

Australia is expected to spend billions of dollars on researching, buying and producing a vaccine.

Before the announcement of the deal, Labor’s health spokesman Chris Bowen slammed the government for taking too long to sign an agreement.

‘I am concerned Australia is way behind the game when it comes to getting access to the vaccine,’ he said on Tuesday afternoon. 

‘It is incumbent on the government to take more steps – urgently – to ensure that we have those advanced supply agreements in place.’

The United States has six advance supply agreements, the UK has five, Japan and Indian have three, Indonesia, Argentina, Brazil and South Korea have one.
