Because only by new birth, a spiritual birth, is man-made ready to inhabit the kingdom of God. Because the kingdom of God is a spiritual kingdom, not a natural one inhabited by natural beings like the one we live in now. So only what is spiritual can live there.  All men and the natural world men live in are natural, not spiritual.
