  As different as the Old Testament is from the New Testament. So is the Old Testament prophet different from believers who prophesy in the New Testament. And as different as the function of the Holy Spirit was in the Old Testament from in the New Testament. So it is that this difference in His function in the New Testament determines how God speaks to the believer today.
