Isaiah 10:1–2 says “woe” to people who make unjust, oppressive laws—turning aside the needy from justice and taking away the rights of the poor. It also says they harm widows and rob the fatherless.

Matthew Henry’s Commentary on Isaiah 10:1-2
These verses are to be joined with the foregoing chapter. Woe to the superior powers that devise and decree unrighteous decrees! And woe to the inferior officers that draw them up, and enter them on record! But what will sinners do? Whither will they flee?
The prophet is talking about two groups in this chapter: I. The proud people who ruled over his people at home and abused their power to stifle justice; these people would pay for their cruelty (vv. 1-4). Sennacherib, king of Assyria, was a threat to his people from outside of Israel. Here are some things you should know about him: 1. He was given the order to attack Judah (vv. 5–6). 2.
He was cocky and proud while carrying out that order (vv. 7–11, 13, 14). 3. A rebuke for his pride and a fear of his downfall and destruction after he had done what God had asked him to do (vv. 12, 15–19). 4. A promise of grace to the people of God to help them get through the trouble and turn it into something good (vv. 20–23). They were told not to be afraid of the storm that was coming and to have faith that, even though it was causing a lot of trouble in the country right now, it would all work out in the end and destroy this dangerous enemy (v. 24-34). And this is meant to calm the thoughts of good people down in light of all the scare tactics used by the church’s enemies. Who could be against us if God is on our side? Not a single one to hurt us.
