There are three main types: strategic, operational and tactical. Strategic PSYOP include informational activities conducted by the U.S. government agencies outside of the military arena, though many utilize Department of Defense (DOD) assets. Operational PSYOP are conducted across the range of military operations, including during peacetime, in a defined operational area to promote the effectiveness of the joint force commander's (JFC) campaigns and strategies. Tactical PSYOP are conducted in the area assigned to a tactical commander across the range of military operations to support the tactical mission against opposing forces.
According to The Buffalo News, Payton S. Gendron, 18, was hauled before Buffalo City Court Judge Craig Hannah on a first-degree murder charge on Saturday evening for murdering 10 people at a Buffalo, New York, supermarket.
Gendron pleaded not guilty and had his bail revoked while awaiting his next court appearance on Thursday at 0930 ET. "I understand my charges," the 18-year-old Caucasian boy informed the court.
According to local, state, and federal officials, the mass shooting is being investigated as a racially motivated hate crime. According to police, eleven of the thirteen gunshot victims at Tops Friendly Market are black.
Gendron's assault on the grocery, according to Erie County Sheriff John Garcia, was "pure evil." According to Erie County District Attorney John J. Flynn, investigators discovered evidence that "racial enmity" was behind the shooting. The FBI is also looking into the event as racially motivated violent extremism.
According to the New York Times, detectives were looking into a "manifesto" said to have been authored by Gendron and released online.

According to a senior law enforcement official, they are aware of the supposed manifesto authored by the suspect and are trying to corroborate that he is the author.
According to the unconfirmed manifesto (circulating on the internet), Gendron was radicalized on 4chan during the start of the viral outbreak in early 2020. The structure of the paper is identical to that of Brenton Tarrant, the white nationalist mass shooter who murdered 51 people and wounded 40 others in a mosque in New Zealand in 2019.

Within the poem, Gendron is said to characterize himself as "... and a populist. But if you want, you can label myself an ethno-nationalist eco-fascist national socialist."
Gendron claims he planned the shooting based on the "greatest proportion and density of blacks" in the area.
Aside from the manifesto, which detectives are now poring through to validate its veracity, The Buffalo News said that in 2021, police were called after Gendron threatened others at his local high school.
"A school administrator indicated that this extremely problematic young guy had made remarks suggesting that he planned to commit a shooting, either during or after a graduation ceremony," a law enforcement officer familiar with the situation told the local publication.
At the time, New York State Police conducted an investigation into Gendron under a provision of state mental health legislation, and he was submitted for a mental health examination.
In response to the mass shooting, the Biden administration said, "A racially motivated hate crime is repugnant to the very fiber of our country. Any act of domestic terrorism, particularly one committed in the name of a vile white supremacist ideology, is diametrically opposed to everything America stands for. There must be no safe haven for hatred. We must do all in our ability to put a stop to domestic terrorism motivated by hatred."
Investigators informed the New York Post that they think the manifesto is "genuine," but they are still awaiting confirmation from Gendron's computer.
At least 10 people have died after a suspect opened fire, striking 13 people in a mass shooting at a supermarket in Buffalo, New York, on Saturday, the Buffalo Police reported. The suspect is in custody.
Authorities dubbed the shooting at the Tops Friendly Market a “hate crime and racially motived violent extremism.” Buffalo police commissioner Joseph Gramaglia revealed at a news conference that the suspect is an 18-year-old Caucasian guy who is not from the local community and who had livestreamed the event online.
The suspect strolled inside the business and started engaging people at the establishment. One of the persons inside the business was a former Buffalo police officer working as a security guard. The security guard attacked the suspect, fired many bullets, and hit the suspect, however the suspect had thick armor plate on. The suspect confronted the retired cop who was eventually shot and killed at the site. Gramaglia termed the security man “a hero in our eyes.”
Three persons got non-life-threatening injuries. Two law police officers informed AP the shooter has been identified as 18yo Payton Gendron. One of the authorities claimed the FBI is interviewing the suspect.
Update : During a news conference, Buffalo Police Commissioner Joseph Gramaglia claimed 13 people were shot, and 10 people died in a "racially motivated" mass shooting.
Gramaglia reported that an 18yo Caucasian gunman drove from "hours distant," outfitted with military gear, and opened fire in a Tops Friendly Markets on Jefferson Avenue in Buffalo.
The U.S. attorney for the Western District of New York said the mass shooting is being investigated as a hate crime. The FBI is also examining the event as an act of racially-motivated violent extremism.

Police informed NBC New York the shooter had military-style body armor and two firearms.

NBC reminds that the grocery is located in a "predominately Black area, some 3 miles north of downtown Buffalo. The surrounding neighborhood is largely residential, with a Family Dollar store and fire station near the store."
Local news WIVB's Kelsey Anderson claims "15 Peacemakers" have arrived on the site, "together with other groups to protect the peace."
New York State Governor Kathy Hochul tweeted that she's "watching the shooting at a grocery store in Buffalo."
