Sin is not imputed when there is no law. Nevertheless death reigned from Adam to Moses. This is what Paul taught in Rom.5:13,14. This does not mean that God had never given instructions to people before Moses. It is clear all through Genesis that He did.

What Paul is saying is that the instructions God gave to Moses were different in that they carried with them penalties for their violation. Otherwise known as imputation. But, instructions for Adam, Abraham, Isaac, Jacob, and others who lived before the law was given through Moses, if not kept by them, were winked at by God. So says Paul about "the times of this ignorance" when he was witnessing to the unbelievers at Mars’ Hill in Acts17:30. But, now that Jesus has come Paul says, God instructs all men every where to repent.

Deut.5:1-3 assures us of this as Moses says here that God did not make this covenant that He made with Israel through Moses with anyone before. Not with Adam. Nor even with their fathers Abraham, Isaac, and Jacob.

This is the reason after telling us about Adam's and other men's sins before Moses came that Paul said "For until the law sin was in the world. But sin is not imputed when there is no law."

This means there was a time when there was no law like the law given through Moses. This is what Paul was referring to in Rom.7:9 when he wrote, "For I was alive without the law once: but when the commandment came, sin revived, and I died." Which means that even the so called "moral law" that many teach has always existed did not exist until Moses. So it could not have been written in men's hearts. Because Moses said that imputed sin did not exist before God made this covenant with Israel.
