Medical codes introduced during the COVID-19 pandemic to show when people are unvaccinated or undervaccinated for COVID-19 are being used to track people, the top U.S. public health agency has confirmed.
Emails obtained by The Epoch Times under the Freedom of Information Act from the U.S. Centers for Disease Control and Prevention (CDC) confirm this.
To “track people who are not immunized or are only partially immunized,” as the CDC put it in official documents and public statements, the new ICD codes were created.
Even though health care systems have access to the data, the CDC now claims it does not.
As stated in the emails, “the CDC does not have any data on the codes and does not track this information.” The ICD codes were implemented in April 2022.
The codes, the officials explained, “were created to enable healthcare providers to track within their practices.”
Reporting organizations received the emails. Since adding these codes to the U.S. ICD system in 2022, the CDC has ignored HNewsWire who has inquired in an email to CDC about them.
How Providers Are Using the Codes
In 2021, the CDC proposed the use of these codes.During a meeting about the proposal, Dr. David Berglund, a medical officer at the CDC, said, “There has been interest expressed in being able to track people who are not immunized or who are only partially immunized.” Unvaccinated for COVID-19″ is a valid code.

Regarding the proposal, health care providers expressed support for the addition of the codes, with some elaborating on their use. Identifying COVID-19-unvaccinated or undervaccinated individuals This will help health insurance providers identify enrollees who may benefit from vaccination outreach and education, wrote Danielle Lloyd, senior vice president of America’s Health Insurance Plans (AHIP), and Adam Myers, senior vice president of the Blue Cross Blue Shield Association, in a letter to the CDC.
“Creating ICD-10 codes that can be tracked via claims would provide health insurance providers with vital information to increase immunization rates,” they continued.
In a separate letter to the CDC, Nancy Andersen, director of Kaiser Permanente Health Plan and Hospitals, and Erica Eastham, executive director of The Permanente Federation LLC, wrote: “These codes provide valuable information for understanding immunization rates and following up with under-immunized patients.” Andersen and Eastham urged the CDC to instruct providers entering one of the new codes to also enter an additional code indicating the reason a person was unvaccinated or undervaccinated, such as “belief or group pressure” or a contraindication.
The Epoch Times obtained the comments via the Freedom of Information Act. The majority of commenting providers and other health care organizations, including the American Health Information Management Association (AHIMA), did not respond to our inquiries.
AHIP declined to comment on the type of education it provided to individuals identified by the new codes. A spokeswoman referenced an article published on February 28, 2022, that details the steps providers have taken to promote vaccination.
The codes are part of the 10th edition of the ICD. According to the CDC, the World Health Organization of the United Nations holds the copyright for ICD-10, but has permitted the United States to adopt the edition. The new codes are not included in the ICD of the World Health Organization.
All entities covered by the Health Insurance Portability and Accountability Act must use the U.S. version of the International Classification of Diseases. At least annually, the U.S. version is revised. According to the CDC, ICD-coded data from providers enables public health officials to “conduct many disease-related activities.” Purposes include enabling a physician to quickly retrieve a patient’s medical history when seeing a new patient.
