On Thursday, the United States House of Representatives passed its annual State Department and international Operations appropriations bill, which establishes the budget for the State Department and its international operations. The measure funds agencies and activities that enhance national security and provide assistance to US allies, particularly those fighting the Chinese Communist Party.

The provision of assistance for Ukraine in the measure was underlined by corporate media. However, there are a few more important features.

It specifically prohibits funding for the World Health Organization, the World Economic Forum, the Wuhan Institute of Virology, the EcoHealth Alliance, any gain-of-function research, and multilateral assistance to World Bank-administered climate change funds.

Furthermore, the bill eliminates 33 Special Envoys and Special Representatives, including climate denier John Kerry.

The top line for programs included in the bill is $51.5 billion, a 14% fall ($8.2 billion) from last year's levels and a 25% decrease ($17.4 billion) from what President Joe Biden wanted in his budget proposal.

Communication from the top

It is forbidden to contribute to the United Nations Population Fund ("UNFPA").Prohibiting "disinformation" and "misinformation" techniques that violate the free speech rights of American citizens
Increasing accountability at the United Nations and other multilateral organizations, particularly through the requirement of signed agreements for Inspector General oversight access; and phasing out unproductive climate policies that harm developing countries' energy security and economic development, making them even more reliant on US aid and vulnerable to the harmful actions of the People's Republic of China ("PRC") and Russia.

Reduced unnecessary spending

The UN's normal budget is no longer funded, resulting in a $707 million cut.

Other problematic organizations and initiatives, such as UNFPA, WHO, and the Gender Equity and Equality Action Fund, are barred from receiving funding.

Nota bene: The United States Agency for International Development ("USAID") launched a portfolio of programs to boost gender-responsive climate action during the COP27 in Sharm El-Sheikh. According to a press release, USAID has pledged $21.8 million from its Gender Equity and Equality Action Fund to "gender-responsive climate action." This included funding for organizations fighting gender-based violence related to climate change in over 37 countries.

The Organization for Economic Cooperation and Development ("OECD"), the United Nations Educational, Scientific, and Cultural Organization ("UNESCO"), UN Women, the Montreal Protocol, the United Nations Environment Fund, and the World Economic Forum are among the programs that have been canceled.

Funding for Special Envoys, Special Representatives, Special Coordinators, and Special Advisors is prohibited unless expressly authorized or approved by the Senate. This change eliminates 33 State Department Special Envoys and Special Representatives, including the Special Presidential Envoy for Climate, the Special Envoy for Racial Equity and Justice, the Special Envoy to Advance the Human Rights of LGBTQI+ People, the Special Envoy for International Labour Affairs, and the Special Representative for Palestinian Affairs.

The Green Climate  Morons Fund, the Clean Technology Fund, and a soon-to-be-established fund for climate damages are all forbidden from receiving funding.

Nota bene: The bill enables payments to international financial institutions in exchange for multilateral assistance to other countries. However, no payments will be given to foreign organizations or programs that make voluntary contributions to several United Nations agencies. Furthermore, no funds would be sent to the Green Climate Fund ("GCF") or the Clean Technology Fund ("CTF").

The Global Climate Fund (GCF) is the world's largest climate fund, and it "accelerates transformative climate action in developing countries." It was established in 2010 at the UN Framework Convention on Climate Change ("UNFCCC") and is guided by the Convention's Conference of the Parties (COP). The GCF funds are managed by the World Bank.

One of the CTF's partners is the GCF. The Climate Trust Fund ("CTF") is one of two funds that form part of the Climate Investment Funds ("CIF") architecture. The CIF was established in 2008 at the request of the G8 and G20, with the World Bank acting as trustee. CTF funds are distributed to the African Development Bank, Asian Development Bank, European Bank for Reconstruction and Development, Inter-American Development Bank, and World Bank Group. It promotes larger-scale financing for the demonstration, development, and transfer of low-carbon technologies.

The Treasury Department is barred from pursuing the Biden Administration's climate agenda at the World Bank and other multilateral development banks, which has a negative impact on developing countries and opens the door to predatory finance from the People's Republic of China.

The government is prohibited from using programming to empower women, strengthen democracy and freedom, or combat human trafficking to further its radical global climate change agenda.

Funding is restricted for the Wuhan Institute of Virology, the EcoHealth Alliance, gain-of-function research, and labs in hostile countries such as China, Iran, Russia, North Korea, or Cuba.
Reduces government waste and abuse

A federal Accountability Office ("GAO") inquiry into climate money is necessary during the Biden Administration to establish that it has had no discernible impact on temperatures and has merely wasted federal funds.UN, WHO, WEF, and climate change financing have all been cut.
