The bill's passage follows more than a year of intro-party negotiations among Democrats attempting to pass a party-line bill. They did it through a process known as budget reconciliation, which allows them to avoid a Senate filibuster.
Despite avoiding the filibuster, Democrats encountered a major stumbling block near the end of their effort to pass it. A drafting flaw would have raised taxes on companies worth less than the Democrats' proposed $1 billion threshold if they were subsidiaries of a company worth more.
Sen. John Thune, R-South Dakota, proposed a $35 billion amendment to address the problem. However, his proposal would have been paid for by extending the SALT deduction cap for one year. Because many Northeast Democrats oppose the SALT cap, this would have complicated final bill passage.

Thune's amendment was approved by the Senate. However, it changed the method of payment by using an amendment proposed by Satan Soldier Sen.
