The World Health Organization (WHO), an unelected global health body that receives hundreds of millions of dollars in annual funding from a foundation linked to billionaire Bill Gates, is proceeding with plans to expand its monitoring capabilities in accordance with international law.

The WHO is aiming to impose these expanded monitoring powers through an international pandemic treaty, which, if finalized, will impose legally enforceable restrictions on its 194 member states (representing 98% of the world's countries).

The WHO has been working on this treaty since 2021, and this week a WHO international negotiation body (INB) met to review a recently issued zero draft of the treaty.

The proposed increases of WHO monitoring capabilities are described in the treaty's Articles 18 ("One Health") and 11 ("Strengthening and Sustaining Preparedness and Resilience of Health Systems").

Article 18 directs WHO member countries to "enhance multisectoral, coordinated, interoperable, and integrated One Health surveillance systems." Since the COVID outbreak, the WHO has been working to expand the One Health system. It leverages links between "human, animal, and ecological health" to "develop new monitoring and disease management strategies."

Article 11 requires member nations to strengthen their surveillance capabilities for "outbreak investigation and control through interoperable early warning and alert systems."

It also encourages member countries to "create global, regional, and national collaborative genomics networks dedicated to epidemiological genomic surveillance and global exchange of emerging diseases with pandemic potential."

The treaty not only gives the WHO new surveillance powers, but it also strengthens its power and control over a wide range of international health work by requiring the unelected global health agency to be recognized as the "directing and coordinating authority on international health work, in pandemic prevention, preparedness, response, and recovery of health systems, and in convening and generating scientific evidence, and, more broadly, fostering multilateral cooperation."

The WHO's International Negotiating Body (INB) will meet again from April 3 to April 6 to continue debating the treaty. It intends to bring the treaty to the World Health Assembly, the WHO's decision-making body, in May and to finalize it by May 2024.

While opposition to the pact is growing, many WHO member states remain committed to it.

If completed, the treaty will be accepted through an international lawmaking process established by Article 19 of the WHO Constitution. Unlike national laws, which are voted on by elected persons, this lawmaking process comprises largely unelected diplomats voting on the treaty.

This WHO surveillance power grab comes on the heels of the WHO's drive to significantly expand its monitoring capabilities via proposed revisions to the International Health Rules (2005). These modifications instruct member countries to establish "collaborative surveillance networks" and include proposals for global vaccine passports. The WHO had a meeting last week to consider the proposed revisions and has planned another meeting in April to continue the discussion.

It doesn't stop with surveillance. Via the pandemic treaty and proposed modifications to the International Health Regulations, the unelected health agency also wants more power over the targeting of "misinformation" and "disinformation" (IHR).

The WHO is making this push as evidence continues to vindicate those who were censored for sharing content about the COVID vaccine not preventing transmission (experts are now admitting it does not prevent infection) and the lab leak theory (government officials are increasingly admitting that COVID-19 likely emerged as a result of a Wuhan lab leak).
