Recent Department of Homeland Security (DHS) decisions to monitor trucker protests and link domestic terrorism to misinformation have prompted backlash from some conservatives and civil libertarians, but DHS Counter-terrorism Coordinator John Cohen defended his department's actions at a Feb. 15 online occasion.
The DHS's Feb. 7 bulletin warned of a heightened terrorism threat because of "false and misleading narratives," misinformation, and "conspiracy theories."
"The United States remains in a heightened threat environment fueled by several factors, including an online environment loaded up with false or misleading narratives and conspiracy theories, and other forms of mis-dis-and mal-information introduced and/or amplified by foreign and domestic threat actors," the bulletin said.
Sen. Marsha Blackburn (R-Tenn.) b. 15 letter, while Center to Advance Secureportedly accused the DHS of "policing" speech in a Ferity in America (CASA) is probing the department over its methodology for crafting the bulletin, according to the Washington Times.
Cohen defended the bulletin at the Feb. 15 online occasion, hosted by George Washington University's Program on Extremism. He said the DHS now has "hard analysis" linking violence to narratives about government's response to COVID-19, the 2020 political race, immigration, and race.
"We have tied those narratives specifically to the overwhelming majority of domestic violent extremism incidents," he said.
"These narratives have, in fact, inspired violence." Except When It’s One of Their Own
According to Cohen, the threats of information are coming from all directions.
"We also see efforts from 'foreign and domestic threat actors' to exacerbate fractures in society by promoting content online and through different parts of the media ecosystem for the purposes of sowing discord, undermining the credibility of the government, and undermining our relationship with allies," he said.
"And these socio-political narratives they're promoting online have actually encouraged acts of violence."
But while the DHS is concerned that conspiracy theories cause terrorism, Cohen insisted that his department is not attempting to chill public dissent.
"Our job's not to police thought. Our job is to prevent acts of violence. We don't monitor individuals engaging in constitutionally protected speech," he said.
"We've put in place a series of protections to make sure that as we're evaluating online content, it's only relating to threats, and we're only handling that information in a privacy, civil liberties-protective way."
Cohen further accused public critics of DHS strategy of being disingenuous.
"For public figures, particularly those who know better, to suggest that the DHS is trying to investigate people for their political beliefs-quite frankly, it's irresponsible, and it may contribute to the volatility of the threat environment," he said.
Cohen also spoke about the DHS's warning about trucker protests ahead of the Super Bowl. He said U.S. law enforcement officials have been monitoring trucker protests with their Canadian counterparts, who are treating the demonstrations as matters of national security.
"While there were some people simply there to express their displeasure with vaccine mandates, there were also significant levels of online and physical participation by ideologically motivated violent extremists," Cohen said of the Canadian protests.
"We began to see calls for similar types of activities in the United States to either expand or replicate what's going on in Canada."
Cohen said he saw a similar situation in the United States: Legitimate protest blended in with calls for violence.
"When you start seeing woven into the threads of the planning of these events actual calls for specific violence-referring to the Super Bowl as the 'Satanic Bowl,' using calls that coincided with threats against the pharmaceutical industry and government institutions-then it's something that we have to evaluate and track," he said.
There were no terrorism events at the Feb. 13 Super Bowl-a fact Cohen attributed to the DHS's memo.
"Our paying attention to the problem served as deterrence," he said.

On Friday morning, Ontario issued a state of emergency,' telling truckers that remain stranded on the Ambassador Bridge that they will be fined if they do not depart. The federal government is establishing additional authorities to resolve the stalemate, according to Ontario Premier Doug Ford. According to Bloomberg, he claimed demonstrators will face substantial penalties (totaling $78,800) and jail time.
"We'll also give ourselves more ability to consider revoking people's personal and business licenses if they don't follow these directions," Ford added.
Truckers on the Windsor side of the Ambassador Bridge have "opened one lane of traffic," according to the Toronto Star, while police from across southern Ontario fly in to remove protestors obstructing the bridge. This comes as the Ontario government has declared a state of emergency in response to the bridge blockade, and an auto group is seeking a court order to remove protestors by noon today.
According to a White House official who spoke to CNN on Thursday, Homeland Security Secretary Alejandro Mayorkas and Transportation Secretary Pete Buttigieg urged their Canadian counterparts to "use federal powers to resolve this situation at our joint border, offering the full support of our Homeland Security and Transportation departments."
President Biden is keeping a close eye on the issue and is "frequently informed" on it.
Automakers and their suppliers are the largest manufacturing sector in the United States, accounting for 3% of total GDP. A total of 2.5 million people work in the business. Any interruption to the sector, such as what is occurring on the northern border, may have long-term economic consequences for both the United States and Canada.
Residents of Windsor informed the Epoch Times that the bridge blockade will persist. The protests against the government's medical dictatorship are attracting a large number of people, not just truckers.
"All we want is our independence; we don't want anything else." That is one of your God-given privileges. It's entirely up to you to make that decision in terms of your health.... "Enough is enough," said Windsor resident Sue Samir, who lost her job and livelihood when she refused to undergo a second COVID-19 injection after the first caused her to have bad responses.
Sami Mandalawi, a fellow protester and Windsor resident, stated that activists would continue their peaceful demonstration until they were arrested.
"I'm here because I believe in Canada's Charter of Human Rights and Liberties, and I want to defend those freedoms."
"We must stand up for what is right, and we will do whatever is necessary, as long as it is peaceful, with a capital P." "We are completely willing to leave in handcuffs and without a single finger raised in retaliation against our police officer, whom we adore and who is cruelly caught between a rock and a very hard place," Mandalawi added.

Meanwhile, Trudeau continues to hide from Freedom Convoy truckers who are occupying downtown Ottawa as the media relentlessly demonizes them as racists and violent extremists.
Former Obama admin undersecretary of Homeland Security Juliette Kayyem yesterday called for violence against the protesters.
“Slash the tires, empty gas tanks, arrest the drivers, and move the trucks,” she tweeted.
Respondents pointed out that moving massive trucks might be difficult if they have slashed tires and no gas.
We warned earlier this week that if the Ambassador Bridge, which connects Windsor, Ontario, and Detroit, was down for more than 48 hours, the car sector in North America would suffer serious ramifications. Due to a shortage of parts typically sent via truck across the busiest international land border crossing between the United States and Canada, automakers such as Toyota, Chrysler Pacifica, Ford, and General Motors halted or limited production at their Canada/U.S. manufacturing plants by Thursday morning. At least one manufacturer is now looking for logistical ways to get around the closed border crossing and resume its Canadian factories.
According to Reuters, Ford is looking at air freight as a means to avoid the logistical nightmare that has engulfed Ambassador Bridge, which has been blocked by protests over pandemic precautions and vaccine requirements. The manufacturer plans to fly parts to a Windsor factory that makes engines for popular vehicles.
"We're looking at all alternatives to keep our factories open," a Ford Canadian division representative told Reuters.
Ford informed the Associated Press on Wednesday that engine manufacture in Windsor had been halted.
"We hope this problem is handled swiftly because it has the potential to affect all automakers in the United States and Canada," the business stated.
Ford isn't the only automaker dealing with logistical issues as a result of the bridge shutdown. Production at Toyota, Chrysler Pacifica, Ford, and General Motors factories in the region has been suspended or curtailed. Toyota anticipates three production plants in Ontario to be shut down for the remainder of the week.

The U.S. government is covertly recruiting Google, which maintains access to swaths of Americans’ personal data and information, to surveil their web searches, a new report from Forbes suggests.
For years, the federal government has quietly demanded that the Big Tech search engine company hand over user data on anyone who conducts online searches using key terms. In 2017, a Minnesota judge OKed a warrant directing Google to expose user data for anyone in Edina who searched a certain fraud victim’s name. In a similar request in 2020, investigators demanded the Silicon Valley giant reveal information about “anyone who had searched for the address of an arson victim who was a witness in the government’s racketeering case against singer R Kelly.”
In the most recently publicized warrant, which was accidentally unsealed by the U.S. Department of Justice last month and then quickly resealed, the government reportedly demanded to see the personal account information and IP addresses of anyone who searched for a possible kidnapping and sexual assault victim’s name, “two spellings of her mother’s name and her address over 16 days across the year.” It is unclear just how many users, including innocent Americans, were included in the data Google unveiled to federal investigators.
Google defended its compliance in a statement but simply claimed that users’ private data is protected by the company only if law enforcement doesn’t request it.
