Viral footage out of France shows what reports described as hundreds of miles of traffic jams in an around the French capital at the close of this week just as a Macron-mandated second national lockdown went into effect Friday.
The new lockdown measure took effect Friday at midnight with a 9pm curfew, which requires all residents to stay at home other than for essential work or medical reasons. It appears that hours before the lockdown went active, Parisians rushed to get out of the city, as one viral video showed. The stay-at-home orders have been issued to be in effect for one month – at least until December 1.

French media described the traffic jams as record-breaking, a trend also observed in other major cities such as Lyon and Bordeaux.
Here’s how The Independent summarized the chaotic situation late Thursday into Friday:
As of midnight Parisian time, people were ordered to stay at home except for essential work or medical reasons, resulting in many relocating to more rural areas to wait out the month-long lockdown, the BBC reported.
Video posted to Twitter showed never-ending streams of crawling headlights on every road in every direction. There also were reports of restaurants jammed with diners enjoying a last meal out for the time being.
It was also likely exacerbated by many people simultaneously attempting to return to their residences given this week is a school holiday that ends with Catholic All Saints Day on Sunday.
Restaurants, bars, and night venues were also reported packed and overflowing as many Parisians tried to slip in their last night out for a month.
Macron in making the initial announcement Wednesday said France must “brutally apply the brakes” to avoid being “submerged by the acceleration of the epidemic”. France is currently the fifth most infected country at over 1.3 million COVID-19 cases to date. Source: ZeroHedge
Anti-Lockdown Protests Erupt Across Spain As State Of Emergency Extended
Social unrest erupted across Spanish cities for the second consecutive night on Saturday after the government’s decision to extend a six-month state of emergency in response to the second wave of COVID-19 infections.
Anti-lockdown protesters flooded the streets of Madrid and Barcelona on Saturday night. At least 32 people were arrested and 12 injured when demonstrations turned violent with police in Madrid. Other protests were seen in Malaga, Vitoria, Valencia, Santander, and Burgos, reported RT News.
On Saturday evening, Spain’s prime minister, Pedro Sanchez, called for calm as the violent protests intensified. He tweeted:
“Only from responsibility, unity, and sacrifice will we be able to defeat the pandemic that devastates all countries. Violent and irrational behavior by minority groups is intolerable. It is not the way.”
The extension of the national state of emergency order comes as coronavirus infection cases, on Saturday alone, topped 26,000, one of the highest totals since the start of the pandemic.
“Lawlessness” was the best way to describe the chaotic events in Madrid, tweeted Insider Paper.

The State University of New York (SUNY) system announced this week that students will only be permitted to leave for Thanksgiving break if they test negative for coronavirus. The policy will impact many of the 140,000 students that are enrolled at the system’s 64 colleges and universities.
According to a report by a local NBC affiliate, thousands of students at the 64 SUNY colleges and universities will be required to undergo coronavirus testing before they are permitted to leave campus for Thanksgiving break. The policy will apply to every student that is taking at least one class on campus.
SUNY Chancellor Jim Malatras said that the policy was designed to ensure that students don’t spread the virus to their home communities.
“As in-person classes and instruction come to a close next month, tens of thousands of students will travel across the state and country to be with their families and complete their fall courses remotely,” Malatras said in a statement. “By requiring all students to test negative before leaving, we are implementing a smart, sensible policy that protects students’ families and hometown communities and drastically reduces the chances of COVID-19 community spread.”

Dark Princes Michigan Gov. Gretchen Whitmer’s administration tightened restrictions on residents on Friday despite a Supreme Court ruling throwing out her coronavirus-related executive orders.
The Michigan Department of Health and Human Services (MDHHS) issued new orders, which include smaller indoor crowd sizes and new requirements for restaurants to collect contact information from patrons.
The State News reported:
All dine-in food service establishments are now required to maintain accurate records of the names and phone numbers of patrons who purchase food for consumption on the premises, along with the date and time of entry. If patrons refuse to give out this information then servers need to deny entry/service.
The department, headed by Robert Gordon, who does not have a background in public health, cut indoor gatherings from 500 to 50.
VIENNA (AP) — Austria will impose a partial shutdown Tuesday that closes restaurants, bars and recreation facilities.
Chancellor Sebastian Kurz says Austrians will stay home between 8 p.m. and 6 a.m., although they can go out for work and exercise. He requested citizens work from home when possible.
Kurz says the restrictions will last through November. He characterized it as a “second lockdown” but more lenient because schools, non-essential shops and hairdressers can stay open.
Austria has reported 301 cases per 100,000 residents in the past seven days. That compares with 110 in neighboring Germany, which is imposing a somewhat lighter four-week partial shutdown starting Monday.
Prime Minister Boris Johnson’s announcement that England will be placed under a second national lockdown was met with fury and derision in some quarters, with some going so far to call for his resignation.

On Saturday evening, Mr Johnson addressed the nation to announce the imposition of national lockdown restrictions starting from next Thursday, which also happens to be the same date as Guy Fawkes Day.
Mr Johnson said in his announcement that the rising number of coronavirus cases in England left him with “no alternative”, insisting: “We have got to be humble in the face of nature. In this country, alas, as in much of Europe, the virus is spreading even faster than the reasonable worst-case scenario of our scientific advisers.”
The announcement — which was originally planned for Monday, but was pushed forward after his intention to lock down the nation was leaked to the press on Saturday — drew waves of criticism for the embattled British leader.
Brexit Party leader Nigel Farage said: “On November 5th Boris is blowing up our economy, our liberty and his own legacy.”
British actor and leader of the Reclaim Party Laurence Fox called for Johnson to “resign”, writing on social media: “We are being ruled by one of the most and cowardly and incompetent fools of modern times [sic]. Staggering lack of leadership. Data yet again just conjecture. Worst case after worst case. 6 months at least to prepare the NHS. Resign Boris Johnson.”
London Assembly Member David Kurten added: “Boris is a menace to England. His Lockdown 2 is an unnecessary disaster. It is a lie that it is necessary. Sweden proves it. Disobey.”
Boris Confirms New Four-Week Lockdown in England
The Prime Minister also faced criticism from members of his own party, including former Tory leader Sir Iain Duncan Smith, who said: “The PM’s announcement of [a second national lockdown] is a body blow to the British people.”
“Just as the economy was picking up, even giving cause for optimism, we’re now to impersonate the Grand Old Duke of York, giving in to the scientific advisers & marching England back into another lockdown,” Sir Iain said.
On Sunday morning, Cabinet Minister Michael Gove admitted that the government will consider extending the national lockdown past the initial four-week period, telling Sky News: “We will always take a decision in the national interest, based on evidence.”
“We want to be in a position where we can — and I believe that this is likely to be the case — have an approach where if we bring down the rate of infection sufficiently we can reduce measures nationally and also reduce measures regionally,” Gove said.

The decision to place England under a second national lockdown will be voted on by Parliament next week, with some members of the Conservative Party already stating their intention to vote against the measure.
Conservative Party MP Sir Desmond Swayne said that he will be voting against the lockdown bill, telling The Critic: “These are difficult decisions but that doesn’t alter the fact that it’s the wrong decision. More people will die in the long run.”
“Every year thousands of people are carried off as a result of the flu but we don’t run around like headless chickens,” Sir Desmond added.
Bolton West MP Chris Green, who resigned from the government earlier this month in protest against the China virus restrictions, also said that he will vote against the second national lockdown, saying that the government’s plan will only push “the problem into the New Year when another similar lockdown will be imposed.”
“There was no explanation of the balance between the projected cost of COVID-19 and the known cost of lockdown to health, business, education, and liberty. The Prime Minister did not give a scientific basis for exiting the lockdown so are we being led by the science or a desire for Christmas parties?” Green questioned.
Despite the growing backlash in the Conservative Party against the lockdown, the bill is likely to easily pass through a vote in the House of Commons, as the leader of the opposition, Sir Keir Starmer, has come out in favor of more lockdown restrictions.

Update (1415ET): As was widely expected, Belgian Prime Minister Alexander De Croo has announced a nationwide coronavirus lockdown that will apply to the entire nation, and last for at least 6 weeks.
He said he imposed the lockdown to try and avoid a complete collapse of Belgium’s health-care system as more than 6,000 patients are currently occupying the country’s COVID-19 beds.
Per the lockdown, which will be more restrictive than the ‘lockdown-light’ imposed by France and Germany. Belgium will extend a school holiday until Nov. 15, while ordering hairdressers and all nonessential retailers to close. Outdoor gatherings will be limited to 4 people (despite researchers repeated claims that outdoor gatherings are largely safe).
The lockdown will start at midnight Sunday, and continue for at least 6 weeks.
In other news, the CDC has, as promised, released guidelines for cruise companies to reinstate phased resumption of cruises.
Meanwhile, J&J announced that it will soon start testing vaccines for minors aged 12-18.

Update (1215ET): Italy has just reported 31,084 new cases in Friday, a new daily record. It also reported another 199 deaths, and 1,125 new hospitalizations (with 95 new patients in the ICU). The record number comes amid a record daily tally in tests, with 215,000 run over the last 24 hours.

Update (1100ET): It’s 1100 on the East Coast of the US, and markets are dominating the conversation again on Friday as new GDP data offers more insight into how badly Europe’s economy has been rocked by the virus.
The Czech Republic isn’t planning to shut down manufacturing production or factories when it imposes new COVID-19 restrictions, according to Prime Minister Andrej Babis. Infection rates have slowed slightly in the Central European country, which has emerged as one of the continent’s worst hot spots.
A $500 million “vaccine bond” floatedto finance vaccination programs across the developing world was inundated with orders, ending up 3x oversubscribed. In the latest blow to the hoped-for class of therapeutics, Regeneron, the maker of the antibody therapy that President Trump credited (along with dexamethasone, a steroid) for his swift recovery has stopped enrollment in its trial for seriously ill patients after an independent authority wared of a safety issue.
Sweden is considering additional economic support according to its finance minister, who said “it’s a question of saving jobs, saving businesses and supporting the Swedish economy.”
Shares of the company sold off on the news that the therapy would no longer be given to patients requiring high levels of oxygen. It comes after a trial of one of Eli Lilly’s antibody treatments also stopped enrollment earlier this week after research showed patients were unlikely to benefit from the treatment in the later stages of the disease.
Regeneron has already submitted an emergency-use application ot the FDA to allow patients with mild to moderate symptoms to use the treatment.
New Jersey just reported more than 1,000 hospitalizations related to COVID-19 for the third day.

Global COVID-19 cases topped 45 million on Thursday as France outlined its plan for trying to mitigate the impact of the new quasi-lockdown (which began Friday) after European economies reported their Q3 GDP figures, with most coming in hotter than expected, even as deflation across the eurozone endured.
As Europe saw better-than-expected economic growth in the quarter, Taiwan, which has become – much to Beijing’s dismay – an exemplar of COVID-19-fighting efficiency, saw the fastest growth rate among any developed economy in Q3. Its economy actually expanded 3.3% year over year, its fastest rate of grwoth in more than 2 years, and a reversal from a 0.6% drop from Q2.
Health authorities from around the world reported another near-record on Thursday, with new cases again coming in above 530k for the second time ever (the first time was Monday):
Daily deaths topped 7k again yesterday, driving the 7-day average even higher as higher infection & hospitalization rates have finally started to cause mortality to creep higher.
The US, meanwhile, reported another record jump in new COVID-19 cases on Thursday, with 88k+ new cases, bringing the US total to 8,947,862, within striking distance of the 9 million mark.
Deaths in the US came in just below 1,000.
Perhaps the biggest vaccine-related news last night comes out of Europe, where the UK’s drug regulator is said to have ordered accelerated reviews of vaccines under development from Pfizer and AstraZeneca as UK PM Boris Johnson faces growing pressure to order a lockdown for before and after the Christmas holiday, to allow families to gather during the holiday.
German cases exceeded 500,000 after officials reported a new daily record of 18,681 new cases on Friday, as authorities added almost all of Austria and Italy to the list of high-risk areas, warning German travelers not to go there.
In Asia, Japan finally crossed the 100,000-case mark 9 months after reporting its first infection.

Confirmed coronavirus infections in Slovakia have hit a new record high as the country gets ready for a nationwide testing. The Health Ministry says the day-to-day increase in the country of 5.4 million reached 3,363 on Thursday, over 300 more than the previous record set on Saturday (Source: AP).
Customs agents in the southern Chinese city of Hong Kong have seized 100,000 counterfeit face masks and arrested one person in what the government called the largest operation of its kind on record. The masks were set to be shipped overseas and had a market value of almost $400,000, the government’s Information Services Department reported Friday (Source: AP).
Indonesia reported 2,897 confirmed cases in the 24 hours through midday Friday, the least in almost two months. The country remains the site of Southeast Asia’s largest outbreak, and the government has been wary a long weekend doesn’t lead to a spike in infections (Sources: Bloomberg).
Sweden’s government has underestimated the cost of testing and tracing Covid-19 patients and the money that’s been earmarked for the purpose is now running out, TV4 reports (Source: Bloomberg).
